Users (licenses) are counted by number of mail addresses in your mail domain which is protected by Kaspersky Hosted Email Security. Each address (license) is counted individually even if several addresses are all assigned to one user (even if addresses are in different domains). The service price depends on the number of addresses but not on the number of protected domains.
