Concerning to Kaspersky Internet Security (all versions)

The reasons why the Anti-Spam component does not use RBL are given below:

RBL is server-oriented
The RBL service functions slowly (using DNS-queries)
The IP-addresses of the addressee can be correctly checked on the SMTP-server only
IP-address of the addressee cannot be detected by personal anti-spam
No one is responsible for the information in public RBL
RBL is used as the means of a competition
Your provider or your recipient network can get into RBL implementation
User cannot delete the blocked address from RBL. Most of the RBL services communicate to providers only, but ignore queries of common users.
Home user does not have the information which RBL service to trust.
