Mobile user policy is a status assigned to a common policy meaning that it is applicable to client computers only after a loss of connection with the Administration server (only for computers within the area of effect of this policy, of course). Policy status can be changed in its Properties:

 

 

While Network Agent installed on a client computer is able to connect to an Administration server, it is under effect of an active policy. After three failed attempts to connect to an Administration server (within about 45 minutes by default), Network Agent will force Kaspersky Anti-Virus to switch to a mobile user policy (provided that such a policy has been configured and relayed to the client already). If there is no mobile user policy available, the computer will remain under effect of the active policy.

You can change the interval between synchronization attempts in the Network Agent policy:
