This error may occur in two cases:

The Updater.exe file path contains some national symbols, e.g. Cyrillic (C:\Documents and Settings\admin\Мои документы\KLUpdater).

In this case the error can be eliminated by moving the KLUpdater folder. Its full path should contain only Latin symbols.

Certain libraries are missing in the operating system.

Download and install vcredist_x86.exe to solve the prblem.
