Policy format description

Policy format is more complex than settings data.

For example, initial data structure ('settings' format):

        <container1_name>
         +---<var1_name>=value1 //type1
         +---<var2_name>=value2 //type2

Corresponding policy structure is the following:

        container1_name
         +---"KLPRSS_Val"
         |          +---var1_name
         |               +---"KLPRSS_Val"=value1
         |               +---"KLPRSS_Mnd"
         |               +---"KLPRSS_ValLck"
         |               +---"KLPRSS_ValLckPolicy"
         |               +---"KLPRSS_ValLckGroup"
         |          +---var2_name
         |               +---"KLPRSS_Val"=value2
         |               +---"KLPRSS_Mnd"
         |               +---"KLPRSS_ValLck"
         |               +---"KLPRSS_ValLckPolicy"
         |               +---"KLPRSS_ValLckGroup"
         +---"KLPRSS_Mnd"
         +---"KLPRSS_ValLck"
