Vulnerability fix plan state enum

The following values are possible for vulnerabilities fix plan state:

  • 0: No vulnerability instances are assigned to be fixed.
  • 1: Only a part of vulnerability instances are assigned to be fixed
  • 2: All vulnerability instances are assigned to be fixed
