Special search-only cloud container ID

Instead of a real cloud container ID, a pseudo-ID 'Top-level cloud container' with the value 0x00000000000000000000000000000000 may be specified while searching for hosts.

The filter (KLHST_CLOUD_CONTAINER_GP = 0x00000000000000000000000000000000) is equivalent to the filter (KLHST_CLOUD_HOST_TYPE <> 3). Both filters search for all cloud hosts. However, the first case is preferable in the host moving rule, for uniformity.
