Policies for virus outbreak

When virus attack (virus outbreak) is detected a special event 'GNRL_EV_VIRUS_OUTBREAK' is published and specified policies are forcibly applied.

Use Policy.SetOutbreakPolicies to specify inactive policies that must be forcibly activated in case of virus outbreak occurrence.
