Plugin Data Storage

In order to upload value (file) to the Plugin Data Storage follow these steps:

1. Call method PluginDataStorage::StartUploadValue to get upload URL
2. Immediately upload value (file) using provided URL via HTTP PUT calls
3. After uploading finishes call PluginDataStorage::FinishUploadValue save the value for the specified key in the Plugin Data Storage
